Photos app shows nothing under photos or memories with ~70gb icloud photo library

I have a large icloud photo library and the only thing that has ever shown in the photos app are some of the shared albums. Under photos it says No Photos or Videos and no memories, even though there are tons that show up on my mac, iphone and ipad. Any ideas? I was never able to get it to work in the previous tvOS either
